Abstract
The waste management system in the Municipality of Kraków is a model example of strategic planning and implementation of the CE. The goal is to ensure that all elements of the system work together so that the circulation of raw materials and products produced within this area of the city’s functioning is closed. In order to implement effective measures, the entry and exit processes from the system should be identified within the SWOT analysis and through the prism of the city’s metabolic rate. As a result, we will get a better, more structured look at the directions of CE. The aim of the study is to present the possibilities and benefits of implementing a CE in Kraków, mainly taking into account municipal waste management. The challenge for the developing waste management system is the increasing amount and diversification of the municipal waste stream, resulting from the increased consumption of highly developed societies. The barriers to the development of the system are still the quality of secondary raw materials obtained „at the source” and the lack of a smooth transition between the recovery and recycling processes, causing problems with the sale and processing of the obtained fractions. The benefits, however, are still higher than barriers and challenges and should be considered not only in terms of technology, but also social and environmental. These include: recovery of raw material fractions and closing the circulation of materials, energy and information, social awareness and reducing pressure on the natural environment.
