Availability and reliability of a signalised lane

Abstract
With today's high motorisation levels and limited street capacity, drivers suffer from traffic overload leading. Urban congestion is renewable in time and occurs mainly on signalised intersections. Real-time traffic management lacks practical methods of prediction and mitigation of the effects of congestion thanks to information from traffic detectors. The paper presents the concept of a criterion of reliability and functional availability (R & AV) for use in traffic management. It is presented on the basis of empirical research into traffic performance and surveys on a congested signalised lane. A definition of the critical length of the remaining queue is introduced, which enables the calculation of durations of congestion and determination of a practical indicator of functional availability. The critical values of the traffic performance measure presented in the paper address primarily road manager's needs, but may also reflect drivers' needs, or result from traffic restrictions in certain urban areas.
